Frac Normandie was born in October 2020 from the merger of two Fonds régionaux d’art contemporain (Frac): Frac Normandie Rouen and Frac Normandie Caen. Both, like the 21 other Fracs in France, were created in the early 1980s by Jack Lang, then Ministre de la Culture. This reunion follows the 2016 territorial reform that led to the creation of the Normandy region, absorbing what was then known as Haute and Basse-Normandie.
This merger, steered by the Normandy region and the Drac de Normandie, also brought about a change in legal status; the Frac Normandie is now an EPCC, i.e. an Établissement Public de Coopération Culturelle.
